M-37 Hydraulic Powered Swivel Frame

I was re-reading an article in 4 wheeler mag about this custom M-37 Swivel Frame. The article says the swivel frame had Hydraulic Power to 'force the process'.

What type of conditions would you want to force/hold an articulation rather than let it float/follow over the ground contours ?
