It was the steam from the superheated water that was leaking out of the ruptured containment tank. All in all, still a theoretical event that didn't happen. Time has blurred much of the actual events and merged them in the minds of people who remember "The China Syndrome" movie, which ironicaly was released only weeks before the real event. The reactor in "China" did come within a few minutes of meltdown, the reactor at Three Mile Island, never did.
