I've never seen any rubber pieces on these. I have had many of them.
A heads up for those with a broken tape the 1941-47 Chevy trucks use basically the same stainless steel tape in case your is split you can probably find a chevy one easier and replace yours with it. The end is a little different but you have to take the rivet out anyways to get the new tape in so you can swap out the ends then. On one regulator I had to take the shaft with the gear off that has the tabs on it that meshes with the holes in the tape. Takes time but can be done without drilling etc. I'm not an expert just have a pile of these things and tinkered with them one day on a broken housing.
