Windshield regulator ques.

I'm trying to get the regulator on our '48 PW working again. I can't tell from the picture in VPW, but is there a piece of rubber or something on the end of the casting which rides on the s.s. tape? Is there something in the front also? It seems to need something to keep the teeth in the slots.
