Here in CO all you have to do is call the Division of Wildlife and tell them what you found and where. No cost. No limit. They'll mail the permit to you then you can take it in to a game processor. The processor I've taken mine to said I get better yields than some of the hunters. They (DoW) did say that if you were calling in every day they would begin to wonder about your driving habits. There are a couple intersting books out about International Road-side Shopping and equiping your "shopping cart" for maximum effectivness.
