I din't know anything about california's registration of vehicles but, It appears you are looking for the same basic answers I was at one time here in Alabama.
I thought the "farm" tag was a nice idea at one time and would set my 64 WM300 apart from just being another antique or "vintage" tagged vehicle,purhaps even saving me a few dollars.
I found that the "NEW" antique or "vintage vehicle" tags ,while costing only $10 for a lifetime, had so many restrictions compaired to the older antique tags that it basically limited driving it to only sanctioned and advertised shows,gatherings and to be repaied.
The farm tag allowed me to exceed normal road weight limits for a 1-ton, also had certain limits on what could legally be hauled and was it did not save me anything.
The standard tag and cheapest for a vehicle as old as mine is around $25 so, I have put my old antique tag on the front and just run the cheap $25 tag on the rear.
