My local electrical rebuild place tested a pile of generators I had, and rebuilt the best one for $75 (new bearings, brushes, etc). They also tested the regulator and found it to be bad, NAPA had the best price on a new one (around me) at $45, and after that charging was no problem!
I wouild take the two parts off and have them checked, checking should be free, and then you will know where you stand.
There is no point in stumbling around in the dark trying different things until you know the basic parts are good.
I would agree with Paul on the wires, I always start with new wires first, but you already covered that one.
