The vapor barrier, is 6 mil visqueen and IS under the sand. We do it here with 2"-4" of sand, barrier, then 2" more of sand. Then the reinforcing. It protects the barrier from tearing. If you look closely at the perimeter of this photo you can see the visqueen.
