I don't think that there is any cut and dried rule with Dodge. The different styles may have more to do with tags on hand at the various manufacturing plants than with a definitive rule from Dodge. The additional Vehicle Serial Number plate was found on just about every Dodge D & W after 1961, it looks like the WM's adapted that system after 1962? The "DodgeTruck" Main plate that you showed originally in your post, and the 63 plate were ALL supposed to be the same from 1958 to 1967. The Vehicle Serial Number Plate was added so that more information (S.O. Number) could be added. It would be helpful if you posted the two plates again side by side. They look the same to me, but my vision is failing. (not a joke). If you have a VPW catalog, you can see on page 68 the changes in the Civilian Main ID tag from Plymouth, to 39-47 (Star of David) to 48-57 ("DODGE".
