if you have a bubble balancer then you might make a simple adaptor to check the balance on the tire without the wheel its not a very hard job they used to be available and even sold with bubble balancers then mark each tire as to where the heavy spot is and how much wt it takes to get the bubble in the circle
then do the same thing with the bare wheels
then match and mark them for assembly ie
tire with the most weight required matched with the wheel with most weight required 180 deg to the heavy points
so then the final balance will take the min amount of weight
