To install the camshaft gear (and you do this with the chain on it) turn the crankshaft until the timing mark on the gear is in line with the camshaft. Turn the camshaft until the key for the timing gear hub is at the top and slightly before the centerline. This is slightly different than a later model slant six and may be where you are running into trouble.
