I have had these problems befor on other vehicals. The way I solved them was to duct some warm air off the manifold to the Carb intake hole on the filter. If you could close the area around the carb and manifold some to direct heat up and around the carb that will help alot. On a VW I had that had a open engine and back end during the winter I used a Alum Flex Vent Duct to draw my intake air from around the heads and exsaust manifold. You could do a tempory thing like that for the next couple of months till you split the manifold in haft to get to the flapper to open it a little. Cross your fingers you do not bust off the bolts holding them together, one of the reasons I had to get a new intake section for mine. Mark H.
