More heat riser question

I determined that my heat riser adjuster on my 230 was set for the "summer" position, which probably explains why I can never get it to run off choke in cold weather and the carb ices up. I worked the nut loose so I can slide the sector back and forth a little bit, but when I move it, the shaft that goes into the manifold doesn't move at all. All I'm doing is working the sheet-metal sector loose from its shaft. I really don't want to take the manifolds off to fix this, but I can't drive it with it icing up and being on choke all the time either. What do other folks do when the heat riser is rusted stuck in the wrong position? I'm open to all suggestions. Thanks.
