230 heat riser question

I am thinking the heat riser on my 230 might be set in the wrong position since it the carb ices easily and it has to get very warm before it will run without choke. Below the carburetor there is a triangular sheet-metal sector with a curved slot in the bottom portion of it. A stud with a nut on it is in the slot. The way it is now, the thin metal piece is all the way to the left so the stud is in the right-most end of the slot. Is this the "winter" (open) or "summer" (closed) position of the heat riser. I hope my description makes sense. As is usual with old heat risers the whole thing is so rusty that I will probably break something when I try to move it, so I don't want to try until I know it's wrong the way it is. I suppose it could also be that the flapper has broken loose from the shaft inside the manifold, as happened on my 292 chevy and the heat riser is stuck closed even through the sector is in the "winter" position. This engine does not have a thermostatic control on it.
