Compression test can be a great indicator along with testing vacuum & a leak down test but none of them will be accurate on an engine that's sat for 10 years & not started.
You need to clean some of the crap out & get her running. Flush everything out & try to get the rings & valves back seated in.
If grooves from the rings have been rusted into the cylinder walls or they are pitted, there's nothing other than boring that will save it but if it's stayed relatively dry inside you might get lucky.
Get it running & blow all the crap out of it...then do your tests otherwise they won't be accurate.
You might have a stuck valve & no compression in one or all cylinders but that doesn't mean you necessarily need a rebuild.
