Maybe some "buffing" rather than sanding? I wonder how the red would take to pressure washing? Maybe after a light going-over with a heat gun (speed up the oxidation a bit)? Or maybe some nasty chemical alternative? But If the red is just oxidizing away, rather than flaking, it sounds like the red paint job was done well and the blue sanded and given some tooth prior to painting. Might have to wet-sand through all the red and some of the blue to get back to a thin original.
Red and blue...hmmm...little sanding and some white paint and you could have a patriotic camo job.
