Don't have a good explanation or remedy other than the trucks are such heavy machines,but I too had the same experience before. I had to tow a 1956 PW about 34 miles with about 8 miles on a state highway and the remainder on Interstate. The PW would not follow and track its tow vehicle in town and on the state routes without somebody steering the truck. On the interstate and the on and off ramps it trailed ok.I did remove the driveshafts when I towed the truck.
