At least the chassis and front clip, but the cab has been (cleverly) cropped in the photos so that the filler spout (if a VC or WC) is not shown, the 2" vs. the 6" skirt is puzzeling due to what appears to be the WC firewall (indentation). Dodge made more variations of these cabs than documented, but the cab sure seems to be cilvilian...or a very late WC/VC cab.
