Covered with burlap and sheet metal, supposedly to keep them oily for a smoother and quieter ride. The top side was a full length strip, the wrapping was in 4-6in pieces soldered to top strip, therefor flexible yet kept oil in. Last boat trailer I overhauled, I injected grease between leaves, too bad I sold it without launching boat again.
