I have a '67 Scout with Lock Rights in both differentials, and it also has a twin stick transfer case so you can disengage the front differential during turns. This vehicle has power steering. I really like this setup.

I also have a '74 Scout II with No Spin lockers in both differentials, but it doesn't have the twin stick transfer case. It also performs very well, and isn't too bad on ice and snow. This vehicle has power steering, and it helps a bunch to make turns in 4X4.

My '49 Power Wagon also has a Lock Right in the rear differential only. I feel this is the best setup with the Power Wagon without power steering. It performs very well on ice and snow with the rear locker.

My overall recommendation for a Power Wagon is to install a rear locker only and leave the front open.
