Here's the NATIONAL MANAGEMENT STRATEGY FOR
MOTORIZED OFF-HIGHWAY VEHICLE USE ON PUBLIC LANDS. This is a 60 page document that covers several additional federal regulations and policies. It is in .pdf format for easy printing.
Like every other reference I've found, it excerpts only the vehicle use procedures of EO 11644. An excerpt of EO 11644 is at Appendix 1, Page 34 of the STRATEGY. I cannot find the policy document or portion that prescribes the equal use provision.
