Put a block heater on the radiator hose, drain the water out of the block and radiator and heat it (or run a tank of hot water from your water heater in the house with a hose thru the engine) and replace it back in the engine and radiator. Run the block heater and cover the engine and place a electric heater under it. Heat will go up into the coverd area and the ice should melt on any of the moving parts fast. If you have a heat gun blow heat into the crank case thru the oil fill tube and if you have a over head valve cover crack the seal on it so the heat will flow thru the engine. Once it starts run it till it is at opperating temp and good and warm and drain the oil fast. Refill it again and run it for several hours to get any moisture out of the block. Then cover it so it won't happen again. Mark H.
