Here's another possibility. Auto glass outfits use a polyurethane rubber in a caulk tube that acts like silicon seal but won't harbor moisture, so it is good for use on steel. It is called SIKAFLEX and is made in Switzerland; used to hold modern windshields in place (structural). You may have to ask for it as it is an commercial industrial type product and not intended for consumers. I have repaired rusted floor panels with it by cleaning what is left of the panel with sandblasting or wire brush, then gooping the stuff on enough to coat the metal. Next, place fiberglass cloth over the area and squeegee in Sikaflex to wet out the cloth. It hardens like hard rubber and the glass holds it in place. Note it is not good for large holes. Lots of small through holes are now able to hold up like the original floor pan, but with a bit more give.
I have also used it to fill old screw holes without the fiberglass.
