Well it looks like the starter likely was not/is not the problem (though I still don't know how to properly bench test one). After following your advise it seems the starter is not being sent power from the starter Solnoid, not sure why, or what needs fixing, but that seems to be the immeadiate problem. I made the incorrect assumption that since the electric fuel pump worked and the starter solnoid clicked, that it was working, but never took the 5 seconds to test the connection between it and the starter.
