Physically check the choke wire to see if the choke is totally open. Oftentimes, the choke looks like it's open but the choke wire slipped, closing the choke to close and make the mixture rich. Best way is to open up the screw and push the butterfly valve all the way open, then tighten the screw up.

The mixture screw is to set the air intake. Tighten the screw all the way then back it off one full turn. You should be pretty close. If you have a vacuum gage, screw it into the fitting on the front of the intake manifold. You should have a reading of 18-19 psi. If the gage needle fluctuates, you might have some valves that need adjusting.
