Our county Sheriff used to tell people to do exactly that when they applied for concealed carry. CO used to be a concealed carry state with the license being granted at the discretion of each county sheriff. The sheriff of the county I live in would not issue and instead told folks that because it was legal to carry unconcealed that a concealed permit was not necessary.

The good news: the fine citizens of this county voted this man out of office based largely on this point.

Better news: last year the voters of the state of Colorado voted to force a standard be applied across the state for concealed carry, thus forcing any sheriffs or chiefs of police to issue CCA if basic guidelines were met(background check, training), EVEN in Denver.
