The vacuum booster and the Mico lock are two separate things.
Think of the Mico as a 4-wheel hydraulic parking brake. It pressurizes all wheel cylinders when applied.
The vacuum booster is an assist to your regular braking, by stepping up the line pressure when you step on your brake pedal.
I have both on my '61 brush truck. Never had good brakes until I pulled the booster and found it to be leaking. With a rebuilt booster installed, I now have the brakes I always expected.
There should be a bleed nipple on the booster slave cylinder as well as on the Mico cylinder. Both need to be bled when bleeding brakes, along with the wheel cylinders, although I couldn't advise on the bleeding sequence.
