I have a few different ways of going about things like this. The first thing to do is wirebrush the area around by where the stud contacts the block. Then take and put some penatrating oil, Or heat up with torch, and use the candlewax or bee's wax, or then take and pour some non-diet coca-cola on it. (yes! It does work, and the Citric acid in it helps to eat away rust) Then after you get some kind of penatrating lube in there, take a hammer and small chisel or punch and LIGHTLY tap at the base of the stud just a bit. The Vibrations from the tapping will "jar" the rust loose from the threads. Then what I normally do, is take and file the stud sqare on the spot where I plan to put the vise grips. This gives vise grips a better surface to grip on expecially if you using flat jawed grips. Then take and pull em out. Good luck!
