Doubling the thickness by lamination will not help reduce flex that much. Replacing the thin material with a thicker material will. Yeah you are basically correct that steel plate is 75% stonger, however that is comapring ultimate tensile strength which is the strength at failure. In most applications, a part has failed long before it breaks.
