Those gaskets are slotted to provide vacuum to the proper ports in the carb (vacuum accelerator pump). By adding this plate here (with its smaller bore) this would be increasing the velocity of the fuel mixture as it passes by the 2 gaskets and plate. Would this, in effect, increase the vacuum to the carb?
