I just wnt thru a similar problem with my 57 230. Turned out when I assembled my timing gears they were not aligned properly. after trying 3 carbs and timing and tuning it a gazillian times, we looked inside and found the problem. Go to the PW advertiser forum, 1 ton power wagon, governor and carb question. Gordon helped me out immensely on that. Good luck, hope its something simple.
