OT: Rules for School Bus operation?

Anybody know the rules for operating a school bus on an "informal" basis? Like taking a bunch of kids on a soccer team, or picking up friends from school, etc?

It seems like there must be rules against Joe Schmoe operating a bus, but how is it different from, say, a big van or other? And how do churches and camps get to do it? Anybody know?
