It would appear that you are in the middle of this now. The county is only supporting you as long as you do not break the locks. It would appear that the FS refuses to open the door, what is going on here? I suggest it would be amazing if someone went the night before with a 'KEY' so that when you get there, the door is already unlocked??? = ) Good Luck!
