If you have access to the clutch plate, you may be able to just spray it with water or brake cleaner. These will loosen the plate a bit but removing some rust and act as a lube to encourage clutch slippage without huting anything. Then immediately try to start the engine with the trans in 4th gear with the clutch pedal depressed. This method always got my plates free after the trucks sat too long. Good luck:)
