Sounds like the problem is two fold:
As long as America is willing to pay for cheap immigrant labor, there will be cheap immigrant labor available. (We have our own trouble here in the Midwest with the meat packing plants.)
And as long as America is willing to buy foreign made products, there will always be foreign made products available.
They have had some success wth organizing their labor south of the border that has increased their wages somewhat, but corporations have countered by just sending the work to third world countries.
I think the problem will continue until they run out of countries to exploit, or until we make a better effort to buy domestic products.
