The states that you mention have emission laws that follow the socialist republic of CA rules. Since CA has not yet cerified the HO Cummins, the other states have also not yet certified the Cummins.
The CA reason is primarily political, environmental wackos are ticked off that the diesel technology, that they have long wanted to kill, is becomming the clean fuel of the future. Basically they are "shaking down' Chrysler, trying to get the corporation to pony up a little cash for some other socialist programs that the liberals here want to use to impliment more,...socialism.
So far, Chrysler has resisted since the low output Cummins is selling just fine. Ironically the new HO Cummins is cleaner burning than the old motor, just liberal democrats run amuck.
