That's a good question. I don't know if this is 100% accurate, so if I'm wrong someone can correct me.
As we all know , the frame does flex, but whether you use bolts or rivits, it shouldn't make any difference in how the frame flexs. The only concern would be in making sure the bolts do not loosen off. The clamp load on that rivits had holding the frame together I can't imagine would be very high, but I think that if you just bolt the frame back together that shouldn't pose any problems. As far as what the torque of the bolts should be, that depends on the size and grade of the fasteners that you are using.
