I've had this problem twice first time it was the ballast resister. Second time after changing everyting, I mean everything, I found it was the resistor condenser thing that comes off the coil and grounds to the engine. I had degreased and cleaned the engine weeks before and water got in it so it was shorted out and grounding all 12 volts to the engine. It was few bucks to replace.
