the slop is a hazzardous waste & cannot be dumped into sewers (it can be traced back to your house) or on the ground as it will get into the ground water
EPA fines for this kind of thing will take your house, home, & everything.

departments see what company they use to supply & service their shop parts cleaners
only way to go
all waste fluids must be kept in separate containers ie cannot mix waste antifreeze with oils
