Maybe you could do this to raise the you-know-what:

Leave the assembly lying horizontally, in fact, a little bit elevated at the far end. Then attach the winch line to the top of the assembly. As long as you have any slight mechanical advantage (i.e. the end raised a bit over the truck end) the winch will be able to pick up the assembly. This also assumes that the point that the winch line leaves the winch is slightly above the pivot point of the assembly, at the truck end.

Raise the assembly with the winch, until it is at the proper angle, then hook up the static line that holds it in place. Remove the winch line, and pass it over the sheave, and you are ready to work.
