you wet sand to keep the sand paper clean which allows you to remove more primer or paint mainly. that is where the wet comes in at.. and like others said it's to put a rolls royce paint job on a old power wagon which is sometimes a over restoration... it's not necessary to wet sand on some old crude power wagon if your primer comes out smooth and even.. unless you have alot of pits to fill.. my ten cents.. old body shop owner...
