What Paul is doing is taking out the small surface imperfections. When you have completed all of your body work you put a sealing primer on. Then you spray a primer surfacer on. Then come a lot of sanding and respraying more primer surfacer. The primer surfacer fills in all the minor imperfections such as sanding marks, edges along body filler, minor nicks and pits and so on. You get a very smooth mirror surface wet sanding it. You use a long board and other special sanding blocks. You usually end up at 800 grit paper. I have gone down to 2000 grit. This is one of the steps in getting a very smooth paint job. Once the primer surfacer is done then another coat of sealing primer is put on followed by the color.
