1961-66 TW/TPs had both red and blue (turquoise) engines, red was mostly 61-63, blue was mostly 64, and 65-66 was mostly red.
There are grey areas on the changeover.
But in 1964 there is a service sheet that says the engine on a heavy duty truck should have a blue engine with RED valve covers, and I am sure there are other oddball paint schemes Dodge used, or planned to use.
If you have a blue engine though it is most likely in a 64, and it is most likely blue all over.
