You just answerd it. Heat Sink. When you shut it off the water stops circulating in the block. This allows the block to heat up the tempiture of the water. When you start it the cooler water goes into the block and drops the temp fast and allows the radiator to start cooling the block again. Happens with all cars. Same thing will happen if you pull a long hill working the engine hard and shutting it off right at the top, it will probley boil over some if you do not let it cool down a little first circulating the water for a while to remove the heat built up in the block.
