Make sure your getting current to the gauge.
Connect an ohmmeter lead to the gauge terminal going to the tank sending unit and the other lead to a ground. It should read 240 ohms, if not replace.
Next make sure your getting current to the sending unit. If you are, and you have filled the tank in the past, then you have a bad sending unit.
