I don't remember that WC frame in detail, but the box members can be a pain. Spray or immersion coating the inside is the only way, but frankly they are a complete pain to get clean as some of the access holes for the fuel and brake tubes are so high up.

On my TD 20 frame I put a powerwasher end into the front engine crossmember and the main chassis crossmember and just powerwashed it out two or three times to get it clean enough to coat inside.

A good tip is to examine the the SIDES of the box section by dinging them with a hammer below the level of the tube holes. You can detect anything that is corroded almost through, and just cut it out for cleaning and welding as you don't want to be doing that on your completed truck to get it through a statutory inspection.
