Since it wasn't a newer/choppable vehicle, maybe somebody just wanted to go for a drive. Kids will steal stuff and just leave it behind some apartments...worst thing around here is if it gets towed and impounded the junk yards jump the fees up on anything they want to keep. Don't doubt they'd steal the winch if they noticed it.
