I remember reading the web page of an outfit that specializes in removing broken screws from expensive parts. They had quite an extensive machine shop dedicated to only doing that. I sure can't remember the name though. As I recall they used some kind of EDM or plasma method that would eat up the hardest screw safely and precisely even if it was in stuck in something very soft like aluminum, without heating the piece.
