15,000 should not be a problem. The FD I was on had a duece that when full grossed out at 32,000. It was not a turbo truck so It did have enough power to get out of it's own way. They turned it in and got a 1200 gal M-49c. That was much better at 25,000 gross, better balance and the Stainless tank didn't rust.
