As long as it's a fire apparatus, and you have your EVAP card (you need that to drive any emergency vehicle in the State of Washington), you do not need to upgrade your CDL.
We have 2000 gal tanks on our M35's. They are the multi-fuel ones made by REO, and Kaiser. They have air brakes, and non turbo diesels. 15,000 lbs is no problem as long as you drive sensibly. your CG is a lot higher, so they are more tippy. You may squash down the rear springs a bit if you take a 90 degeree. corner at the max speed (45 MPH). I'll take a picture of one of our brush rigs and show you what we are doing with them.
Also, Your vol. department can get 5 tons from DNR surplus in Tukwilla, WA for free. I was just down there 2 weeks ago and they have 4 or 5 of them. The only stipulation is that you have to paint them within a year of delivery, and when you are done with them they have to go back to DNR surplus. Oh Yea, I'm sorry to tell you this, as I know it will break your heart, You cant part them out Willy! (HaHa!!!)
